Recently there are a large proportion of projects under construction in our country. At the same time there are a lot of fame structure quality accidents projects every year. The quality of reinforced concrete structure is always a key and difficult research aspect. In spite of abundant research production, quality accidents still happen regularly. Because factors influencing project quality are very many. The frame structure is the structural system composed of many kinds of basic bars. Because the columns bear the load of the superstructure in construction progress. Once counting errors and concentrated load on construction occur, unexpected consequences happen. So it is difficult to avoid quality accident take place by means of one or two kinds of method. Therefore we should use a higher standard to control the project quality.In view of the current situation, the following aspects are done in this paper. Firstly, the article introduces the origin and development of reliability theory in construction period; it analyses the uncertainty of the material properties of structural element, geometric size and calculation mode; the computing model of the resistance in construction period is set up. At the same time, it analyses the variation laws of concrete strength and elastic modulus. Secondly, the major load is the dead load of structure. It changes over time. Material and mans mobile regularly, and the live loads of the structure change a lot. On the basis of the variation laws of load through investigation and analysis, it puts forward advice on the determination of loads of four construction phase, including formwork supports, the reinforcing bar colligation, the concrete pouring and formwork removed. Thirdly, it puts emphasis on analyzing the man importance in five factors of influencing project quality. It indicates the main error on construction and analyses the reason, quantitative description and influence on structure. Finally, it set up model applying SAP2000 and study on quality reliability for the method of the combination of the quality reliability controlling and gray prediction with quality control chart. And it apply to the frame structure on construction for insure the project quality.The paper puts forward the method of quality management and technology by analyzing the quality issues of frame structure on construction. The proposed method is illustrated by a practical example, providing a new reference for the quality controlling of the reinforced concrete portal frame structure, and is shown to be more effective.
