With the rapid development of the national economy, GDP substantial growth, environmental degradation and the increasing depletion of energy resources has become the focus of attention, a new type of nuclear energy is widely used to ease the energy and the environment to bring people to pressure. At present, China plans to reach 40 million kilowatts of nuclear power installed capacity of around 2020 which will be completed and put into use, nuclear power generation capacity in the percentage of the country's total generating capacity will reach 4%.Nuclear technology have also been widely used in agriculture, industry, medicine, etc. At the same time, it is an important aspect that we use nuclear equipment to monitor the nuclear radiation to prevent injuring human body and destroying environment from nuclear radiation. Since many units currently used Nuclear Instruments which mainlyrely on imports, the domestic products of nuclear devices can not meet people's needs. Therefore, we develop the high-performance nuclear equipment and make the nuclear instrument made in China. The event has the great significance. In this paper, by analyzing the development of the current domestic and international nuclear instrument status and development trend and the basic principles that uses in the most domestic-dose-rate instrument. We put forward a new approach, which is that we can countγ, X-dose-rate from the perspective of y, X energy. And we developed a corresponding instrument by this way. Finally we find some advantages and disadvantages of dose-rate instrument from some experiments. In this paper, we introduce the development of a new type of y, x dose rate from the following aspects:1. Analyzing the basic principles of the most of the domestic dose-rate and and this instrument and introducing the difference between the two:2. A newγ, x dose rate meter probe design and probe output signal processing circuit design, as well as the overall structure of the instrument design and equipment related to each part of the statement; 3. A new y, x dose rate instrument software design;4. Commissioning the new y, x dose rate instrument and testing the performance of the new y, x dose rate instrument:5. In this section, we wil make a comprehensive summary and list of the performance and the indicators of the new y, X-ray dose rate meter.
