| After major earthquakes, the infrastructure of the disaster area, especially the transportation system were damaged terribly, the residents of the disaster area were isolated. The people in the disaster area are eager for help, but the rescue people and equipment couldn't come to the disaster area smoothly as soon as possible, because of the damaged road system, which makes the rescuing effort slowly and lots of rescuing can't do quickly, therefore many life and properties of the people in the disaster area lost. So the first priority should be planning emergency repair schedule to repair the damaged transportation infrastructure, after the terrible earthquakes. The goal that the repair teams pursue is repaired the damaged roads as soon as possible.But after the major earthquakes, there are lots of complicated conditions, which make the repairing time unsure, every factor may effect the repairing time, so we can not know the accurate repairing time of each damaged road points. Considering all the things above, in this thesis Fuzzy Triangular Number is used to express the uncertain repairing time, used the adjusting factor to change the sure number to the fuzzy number, then deserve the repairing time between any two damaged points through fuzzy comparing. Because of the complicated conditions, the repaired time should be done in certain credibility, in the view of the repair teams, the approach which copes with the problem may match the real life. In the thesis the Chance-constrained programming-fuzzy constraint model is used to build the model to illustrate the question, then the hybrid algorithm is designed to solve the question, finally we deserve some conclusions the repairing scheduling of the damaged road points, moreover we study the condition under the different weight of each damaged road points, we deserve that the damaged points which connect the terrible disaster area or the damaged points in the main road should be repaired firstly, then we can recommend repairing teams when they repairing the damaged road points after terrible disaster. |
