In recent years, frequently snow disaster caused losses in railway transportation of many countries, including our nation. In order to reduce loss mostly, use existing basic facilities,staff and equipment as possible, evacuate passengers overstocked in snow disaster, it use elastic change rule of railway carrying capacity in the conditions of snow disaster to analyze and building model of operation scheme which was used in passenger dedicated railway in this paper。Main work was as follows.1.Through investigating the kinds and characteristics of snow disaster, combining with actual situation of passenger dedicated railway in our country, and analyzing hazard of passenger dedicated railway which was made by snow disaster, it made the measures and countermeasures of railway transportation in the condition of snow disaster.2.This paper analyzed general model of railway carrying capacity which was impacted of snow disaster, proposed the concept of passenger dedicated railway elastic transportation capacity in snow disaster. Through analyzing the status of railway carrying capacity which was impacted of different snow disaster status, in the foundation of introducing converting trains interrupting time, it derived the calculation method of the conversion value to railway carrying capacity in special condition. And this article used the way of fuzzy comprehensive evaluation to research on change law of railway carrying capacity in the condition of snow disaster which was based on markov processes, combined with elastic means of determining the status value to practical carrying capacity after snow disaster, put forward a set of calculation theory which was used on passenger dedicated railway carrying capacity in the condition of snow disaster.3. Combining with characteristics of passenger dedicated railway in our country, analyzing influencing factors to operation scheme of passenger dedicated railway in snow disaster, it stipulated related parameters values of operation scheme in the condition of snow disaster. This paper used the ways of qualitative analysis combining with quantitative analysis, considered many aspects influence factors in snow disaster, establish the model of operation scheme goal programming which aimed evacuation retention passengers. Combining with actual situation of beijing-shanghai high-speed railway, simulating snow disaster situation of afflicted section, obtaining the model of beijing-shanghai high-speed railway operation scheme, it used the function of programming solution in "excel" software, solved passenger train operation scheme model.
