The outage cost has been used as an important indicator of reliability assessment of power system, and it has always been highly valued by electric power enterprise and electricity science and technology workers for many years. However, an accurate calculation of the user outage cost is very difficult because of many affective factors. Therefore, a method based on survey data is generally used to estimate the user outage cost. Because some subjective or objective reasons may result in survey data distortion, the traditional method is difficult to ensure the accuracy of the estimation results. In this paper, the Tobit Model is introduced at first, which can handle the data cut-off problem. After the improvement on dual constraints, the model is used to estimate the outage cost Then, an estimation method of the classification user outage cost based on the Improved Tobit Model is proposed in this paper. With the help of this method, the survey data errors caused by subjective or objective reasons can be handled effectively, and consequently not only the accuracy of the user outage cost estimation results with many affective factors can be improved, but also the reality of the user declare losses can be checked effectively. This method can provide reference for the compensation of damage of market. Furthermore, it also can provide economic measurement for operation decision-making. Finally, the superiority of the model is verified by the given example.
