In the paper, the theory of fuel specific consumption analysis of energy utilizations is first introduced and applied to the boiler and power plant, so their second law efficiencies are deduced. The effect of the economizer and the thermodynamic parameter matching between the boiler and turbine are analyzed further, The results show that heat exchange in the economizer is the low temperature section of thermodynamic cycle in power plant, the economizer becomes a factor that restricts optimal matching between the boiler and turbine thermodynamic parameters and improvement of the second law efficiency of the boiler and power plant. Therefore, the paper gives a new design idea of the circulating mode of the USC, in which, the design, calculation and analysis are carried out for the regenerative system of a given 1000MW USC, and a theory model of a more energy-saving new USC is gained.
