With the development of the concept about low-carbon economy and "Two-oriented society", inland navigation becomes more important as its low power consumption, light pollution and high efficiency, vice-premier Zhang Dejiang inspected Changjiang River in December 2009,and he expected the inland navigation become "fast, efficient, safety and green". The rapid development of inland navigation is conducive to the establishment of China's integrated transport system. Inland waterway transport is suitable for bulk cargo transportation, which can share the pressure on land transportation. For the rapid and healthy development of inland navigation, maritime safety administration People's Republic of China recently issued "Domestic Ship Equipment Regulations of Electronic Chart Navigation Systems and Automatic Identification System."The development of inland navigation promotes some changes about ships, inland vessels becomes more and more large, which brought to the higher requirements for inland vessels management. The current research on ship management focused on the micro level, through the establishment of ship collision database, and then the ship implement the optimized program of collision avoidance of ship. The macro-ship collision avoidance can play a significant role in the safety of navigation. With the development of navigation technology, the monitoring means of ship becomes advanced, so the administration can achieve the macro management of the collision avoidance of ship, which is said above is that the dynamic coordination of inland vessel traffic management. By this method, we can reduce the encounter frequency in navigation sensitive areas among the large vessels, dangerous goods vessels, fleets of vessels and so on. Through combining theory with practice, this paper do the research on the dynamic coordination of inland vessel traffic management and makes a simulation software, which can verify the dynamic coordination of inland vessel traffic management. This method can make inland navigation safer and more economical.This article is divided into five chapters. The first chapter is about the important about inland navigation, and introduces the information about the inland navigation research. The second chapter introduces long-range identification and tracking of ships, and then proposes inland long-range identification and tracking system, after that, the paper discusses the feasibility and superiority of the system. The third chapter, which is the essential part of the paper, proposes dynamic coordination of inland vessel traffic management. In order to describe the method clearly, this paper uses some new terms, such as navigation sensitive areas, special ships. The fourth chapter is about the simulation software, which can verify the dynamic coordination of inland vessel traffic management. The chapter five makes a conclusion about the study and prospects for the further research work.
