Heating system energy-saving is an important component of building energy conservation, implementation of heat metering transformation and charge is a main measure for heating system energy conservation. Foreign heat metering technique is relatively mature, while there are many success experiences and techniques worth learning.Since the situation between domestic and foreign is different, the foreign transformation technologies of heating metering and charging mode can not be used in our country. After explorating and practicing more than ten years, heat metering pilot work in our country has accumulated a lot of experiences, also made great progress. But there are still many technical problems in the transformation process of heat metering, and the transformation technology of heat metering research is necessary. Since our country charges heating fee in accordance with building area except for pilot projects in the pilot area at present, there are many kinds of charging mode of heat metering, it is still not achieved consistency of results in the charging mode, so charging model of heat metering research is also necessary.In this paper, transformation technology and the charging mode of heat metering in Daqing is studied as an example. A series of tests on the transformation of heat metering are carried out in six residential buildings which were chosen in daqing city, and the energy conservation effect of heat metering in daqing city is analyzed. A variety of measurement methods are compared and analyzed, such as apportionment method for the buildings, apportionment method for the units, heat metering by household heat meters, heat allocation by radiator allocators, temperature method. Method that calculating the heat consumption per unit area is adopted. the correction factor of heat metering and charging in daqing is studied through combining the theoretical calculation and experimental calibration. Finally, propose the suggestion that formulate heat price of daqing city according to the two-fold heating price formulating method in transition period on the basisi of heat quantity consuming of the non-energy building. The conclusion of the paper can be used for transformation of heat metering and heating fee allocation.
