Currently in our country, There are more qualitative theory and method rather than systemic quantitative ones during the urban engineering pipeline comprehensive planning & management (UEPCPM), which lead to a factitious disturbance and bring about unnecessary losses in both economy and labor force. The main contents of UEPCPM, including the information collections of different single pipeline systems, the design of plane and vertical locations of all the pipelines in the transect of urban road, the vertical design and coordination of all the pipelines which intercrosses each other in the plane at road intersections, are theoretically discussed and their corresponding solutions are put forward in the paper through the thoughts of optimization. By the way, the vertical design and coordination of pipelines at road intersections is emphasis studied and validated by case study.1. Which kinds of information ought to be collected before UEPCPM is carefully analyzed according to both the requirements of pipelines comprehensive planning & design and the prevalent problems encountered in the information collecting process. Meanwhile, the concept and structure of "the digital integrated information-sharing platform of urban underground pipelines"are raised in order to achieve the real-time dynamic management of urban underground pipelines and convenient collection of excellent information for UEPCPM.2. A constrained non-linear programming model (CNPM) which mainly refers to locating the pipelines in the transect of urban road is gained after analyzing the principles and process of the traditional qualitative comprehensive planning method. Then it is a mathematical process to solve the CNPM within its feasible threshold and the outcome can be considered a basis for pipeline comprehensive planning & design. Therefore, the quantitative analysis and optimization are achieved with the help of mathematical planning in this paper. 3. Because the emphases of UEPCPM lies in the vertical design and coordination of pipelines at road intersections,3 kinds of its optimal designing methods, including minimum-buried-depth method, progressive layer by layer method and integrated balance method, are put forward in terms of the reasonable use of urban underground space and the intercrossing situation among all the pipelines. Furthermore, the computer programs of the first 2 methods are well organized and translate into computer language by C++. In the end, the feasibility of all the 3 methods can be validated by the case study of urban engineering pipeline comprehensive planning of Da-ming Palace Area, Xi'an and their effect can be compared by multi-level fuzzy comprehensive evaluation.
