Reasonable planning for distribution network helps to reduce network power loss and improve the supply quality and reliability of the power. It is also of great practical significance for saving state investment in infrastructure and energy. This paper conducts the thorough research and analyses to structure planning, reactive power planning and comprehensive planning of structure and reactive power of distribution network based on quantum-inspired evolutonary algorithm(QEA), which is of good population diversity, strong global search ability, high search efficiency and fast convergence rate.To begin with, this paper uses the mathematical model whose goal is to make the lines integrated cost of the planning year the least in the study of the distribution network structure planning, and applies QEA to solve the model. Through the simulation for a planning example of ten nodes, it is proved that computing speed and convergence performance of QEA are better than the other three algorithms when QEA is applied in distribution network structure planning, and it is feasible and effective. Based on the comparison of the optimal and the sub-optimal grid construction programs, the importance of the study for distribution network structure planning is verified. Then, it uses the mathematical model whose goal is to make the annual integrated economic benefits the most in the study of the distribution network reactive power planning. Two approaches are studied for the proplem. The one is to choose the reactive power compensation points with the load power impedance moment method firstly, and then apply the QEA to solve the compensation capacity; the other is that the position and the compensation capacity of reactive power compensation points are all solved by the QEA. Digital simulation for IEEE 33-bus test system demonstrates that the two approaches are effective. And the compensation benefits and economic benefits of the two algorithms were compared. Finally, it considers distribution network structure and reactive compensation together, and proposes the integrated planning program for the whole network. The mathematical model whose goal is to make the annual integrated cost of the whole network the least is created. And the model is solved by the QEA. Digital simulation for a distribution network planning example of a city in the northwest demonstrates that comprehensive planning of distribution network structure and reactive power can generate higher economic returns compared with reactive power planning after structure planning, and it can get the optimal planning program of the whole network.
