With the development of society and economy, car quantities also increases accordingly, which caused a series of questions, and the traffic guidance system system is more and more important, and variable message signs system is an important part of traffic guidance system. Currently, VMS is installed in the trunk road networks in China's main cities, and played a positive role in easing traffic jariis. However, the decision of where to rightly install VMS on the trunk road networks was made on experiential judgment, rather than on rational, theoretic guidance. Thus the question of how to find the right position to install VMS so as to give full play to its guidance effect needs to be answered.First, in this thesis, we summarize the development of the urban traffic flow guidance system, and detailed introduce the system of the traffic flow guidance which is based on VMS, such as the function and information generated et al. Meanwhile we summarize the current research results of the traffic flow guidance which is based on VMS both at home and abroad. With the analysis of the demand of VMS users and influencing factor of allocation, combining the principle of the variable selected board and according to analyzing the effect of the guiding information about selecting the different roads, we improve the model of VMS mathematical programming, then propose the solving method and use the genetic algorithm to optimize the solution.Then, we select Beijing south station as the subject investigated, with the actual study around the surrounding areas and from the perspective of the discipline to which departure of the south station passengers follow, we get the conclusion that the discipline of the south station passengers arriving the roads net is similar with the characteristic of the urban commuting traffic. With the analysis of the traffic shared rate, we forecast the increasing quantities of the traffic flow in the area, and analyze the problem of the unreasonable sighs increment of highway sign and the asymmetry loads of the roads net.Finally, based on analyzing the case of the south station roads net, we simulate the roads net with VISSIM simulation software. According to the simulation data, we present a optimize solution that solve the improving VMS mathematical programming model of selection locations based on genetic algorithm, and apply the selection result in the simulation roads net. Through the simulation dates, we verified the validity of the model.
