| Combination of peacetime footing with wartime footing has become the guideline of civil defense construction in today's society, and make full use of the common basements of large area to address the serious shortage of civil defense area is a choice of war prepared benefits, economic benefits and social benefits.Research on reinforcement technology is the key to this work.Based on the emergency conversion characteristic of reinforcement works and civil air defense projects from peace to war and combining the matured reinforcement methods of upper structure, this paper has explored bonding steel reinforcement method, sticky carbon fiber reinforced method, removable steel support reinforcement method, increasing cross-section method,steel anchorage method,pre-stressed reinforcement method,steel-encasing strengthening method and other methods in many aspects such as application range, merits and demerits, common form of reinforcement in projects, materials, construction and structure requirements.Comparative analysis is also made between them from all sides in order to provide a reference for research on function conversion and reinforcement from peace to war.A preferential one should be picked out if there are a number of possible solutions. With the development of applied mathematics and computer technology, mathematical evaluation principles are applied to the evaluation and optimization of projects increasingly. Function emergency conversion and reinforcement methods from peace to war are conditioned by many factors such as construction period, reinforcement effect, construction cost, field and technique. Among these factors there are quantitative ones and fuzzy uncertainties, so the evaluation of the whole project scheme is a complicated system.This paper introduces the application of multi-level fuzzy comprehensive evaluation method on such multi-objective, multi-index and complicated issues. Influencing factors of structural reinforcement scheme are summarized systematically, multi-level index system of evaluation factors is established by analytic hierarchy process AHP, and numerous solutions to index membership and index weight coefficient are also analyzed in this paper. Binary prioritization of Comparative Law is applied to solve complicated multi-index problem.In this Law, relative membership degree of fuzzy indices is obtained by corresponding relationship between tone operator and membership. AHP is adopted to determine the weight coefficient of matrix calculation index and to establish the fuzzy evaluation model of function emergency conversion and reinforcement methods from peace to war.In the end, the paper quotes project cases to verify the relative superiority of every reinforcement method in function emergency conversion and reinforcement from peace to war furthermore and to illustrate that the optimization evaluation model established in this paper is relatively rational. Meanwhile, the suggestion on how to tackle complicated project problems by fuzzy comprehensive evaluation is of referential value. |
