Watershed areas of China are large, with well-developed river systems and rich river shoreline resources. Rational development and utilization of river shoreline resources and the protection of it plays a very important role in the sustainable development of economic and social and the healthy development of the river, but for a long time, river shoreline resources management research is lagging behind. This study proposes a management model of development and utilization and protection of shoreline from an angle of integrated watershed management, which is for river shoreline management in various departments and regions for reference.This paper starts with the concept of river shoreline resources, through the investigation of the present use of shoreline resources, analyses the issue that the present use of shoreline resources is under low degree intensification, unreasonable structural arrangement and low utilization efficiency, which is caused mainly by people's lack of awareness of river shoreline resources, integrated utilization and protection planning, and complete management system.By summing up the management experience in domestic of these years and learning from some successful foreign management examples, this study put forward specific requirements of establishing the shoreline development and utilization planning, laws and regulations, executing procedures and information management platform, and also establishes a river shoreline resource development and utilization evaluation model, with the evaluation and analysis of some practical examples. At the end, this paper expounds the relationship between integrated river shoreline management and integrated watershed management is mutual foundation and guidance.
