With the rapid development of science technology and national economy, all kinds of industry production demand higher power quality, moreover, with the widely application of modern power electronics technology, power quality is deteriorated increasingly, therefore, more and more close attention is paid to power quality by both electric department and consumers. So detecting and analyzing power quality is very significant.Inthis paper, the electric power parameter measure significance and the basic situation as well as present research situation, existence question and development tendency of the measurement instrument on the present market has been thorough researched in the paper, consulting the related literature material of the domestic and foreign electric power parameter detecting technology, through analysis and comparison overall design plan of the system has been proposed. The thesis has introduced electric energy mass and their fundamental content checking control method. Including five basic concepts of electric energy, standards of power quality at home and abroad, detecting and analysis methods of power quality index, design ,making and debugging of hardware ,and design of software. In the article, author adopts the digital-analog electric circuit of taking PIC18F458 as the core, other chips for auxiliary. The system is following the modulation principle to design software. The algorithm procedure which realized more difficult has been explained in detail. And the resistance disturbance measure about hardware and software has been proposed. Finally, author carried the debugging and analysis on the system, unioned development board and laboratory development installment, with combined action of MAPLAB debugging tool and hardware simulator. And author has proceeded test of partial function of the system. Result indicated, the estimate precision (< 0.5%) has achieved.
