The development of the Metropolitan Regions(MR) has become an important symbol that measure the economic development and urbanizing since Mr.Gottmann put forward the "Megalopolis" in 1957. With the improvement of urbanizing, the MR is becoming a new form of breaking the limit of district. The theory of the Metropolitan Regions forms a new theory system by integrating the system thought with the discipline theory and so on regional economics, spatial economic, transportation geography, economic geography, its research key point will be the formation mechanism, the spatial structure as well as the future development tendency of the Metropolitan Regions. The synthesis transportation planning in the Metropolitan regions analyzes mainly its ulterior spatial structure and the passenger flow characteristic and the law of development from the synthesis transportation planning aspect.This paper takes the theory of the Metropolitan Regions and the transportation planning theory as a foundation, and takes it as search spatial domain, and analyzes the internal spatial structure of the Metropolitan Regions as well as each spatial passenger flow characteristic from the transportation aspect. The research goal intents to develop the basic theory system of the synthesis transportation plan in the Metropolitan Regions.This paper makes the new explanation for the concept of Metropolitan Regions through summarize its concept and character, and analyzes the future development tendency of Metropolitan Regions; Based on the big city character in China, the paper proposes the limiting standard of key city and the computation method and the model of space scope in the Metropolitan Regions, and takes ingredient analytic method to make the demonstration analysis on the spatial scope of Metropolitan Regions in China, and compartmentalizes 19 Metropolitan Regions and computes its the spatial scope.On the base of the space scope limits of Metropolitan Regions, the paper proposed the concept of transportation linkage subjection degree and transportation spatial structure based on the interior transportation relations interurban. This paper analyzes transportation spatial structure by economy linkage degree, the road passenger flow linkage intensity, the transportation linkage subjection degree and breaking point distance. According to the above theory and the method, the paper makes the real diagnosis analysis to the transportation spatial structure of Jing-Jin Metropolitan Regions, and divides it into three transportation circle levels, namely core area, first circle level and second circle level.This paper constructs the passenger flow appraisal index system of Metropolitan Regions, namely passenger flow production appraisal index, passenger flow distribution appraisal index and passenger flow growth appraisal target. Based on the transportation circle level structure limiting of Metropolitan Regions, the paper analyzes each circle level passenger flow characteristic, and makes the real diagnosis analysis taking Jing-Jin Metropolitan Regions as the example.
