With rapid development of society and the economy, the way to control city flood is paid close attention by people of the whole world. In recent years, with great-leap-forward development economy and rapidly expanding of the city scale of Jinan, the accumulation disaster inside the city which is resulted in by the rain-storm is increasingly serious. And at present, the flood controlling system cannot adapt the rapidly development of Jinan.Because of the particular geographical feature and climate characteristic of Jinan, the city flood controlling system in Jinan is much different than other large and medium sized cities such as Beijing', Shanghai, Chongqing ,etc. It is high in the South of Jinan, while low in the North. Therefore, the raindrops will fall onto the mountains in the south, whereas Yellow River will prevent the flood from north. In this case, Xiaoqing River will be the only way for the flood to flow out of this city. Precipitation from mountains in the south is likely to accumulate powerful runoff when it rains heavily, leading to flood disaster of the city.Because of the special terrain condition, Storm Waterlogging of Jinan city has been gained comprehensive attention. And it is very imminent to provide reliable data for the flood early-warning by studying the characteristic of storm waterlogging in Jinan city, aiming to improve the flood management, and realize the mutual development of flood control, urban construction, and social economy.With the MIKE21 2D-hydrodynamic simulation software developed by the Denmark research institute (DHI), this paper built the hydrodynamics model, and simulated the main roads and rivers within Erhuan road in Jinan city. In order to make more accuracy of the simulation, we used historical rainfall data of several hydrometric stations to calculate and adjust the model parameter. At last we simulated the "070718" downpour in 2007 year. The result indicated that the model can simulate the downpour pounding in road and river in city effectively, and the accuracy is able to meet the flood protection forecasting qualification. We can search the pounding condition of each point, section and small area in the corresponding document, including water depths, flow rate, and discharge, etc. With the main results mentioned above, this paper is expected to have great contribution on flood protection early warning and flood disaster in the future.
