Nowadays as the people's life become well, people pay more and more attention to the travel time-reliability except for the fastness and safety. The network reliability becomes significantly. It is an assessment of road network travel time-reliability, and can tell travelers and managers the information of the network. It is important that the network can run logically and efficiently.The paper sums up the net work reliability index and the evaluate methods. Based on the previous related literature studies on reliability index and model, an integrated index system is put forward and the calculate method, from target hierarchy, rule hierarchy and index hierarchy, which are used to satisfy various requirements for people and network.Make an analysis how the occasional incidents affect the travel time of the passengers, and the choices of the traveler made. The User Equilibrium (UE) model is build incorporated in the travel time reliability model to calculate the road flow and the travel time-reliability. By an example, the paper compares the travel time-reliability of the incidents and analysis the effect what the incidents given the network. Finally, the traffic framework management system dealing with the occasional incidents is fund.With respects to the passengers have different time-reliability levels for the different traffic modes in the mixed traffic, so the time is added different cushion-time. The travel time-reliability is taken in The Stochastic User Equilibrium model (SUE), so constitutes a stochastic balanceable assignment model of mixed traffic flow and its algorithm. Finally, the application of the model and its algorithm are illustrated with a simple example. The mixed traffic flow assignment is obtained with the different reliability.
