Research On The Theory And Application Of Traffic Impact Analysis For The Urban Public Construction Project

The large amount of new traffic demand generated by the urban public construction project leads to the level of traffic service degrade and brings many traffic problems thereby. To alleviate the negative traffic impact and pressure after the project put into use, engineers must analyze and evaluate the impact on the road network around the project, and give mitigation measures. Under this background, the thesis researches the theory and application of traffic impact analysis for the urban public construction project.This thesis analysed characteristics and the theoretical framework of traffic impact analysis for the urban public construction project. And it discussed two key issues in the basic theory. This thesis summarized the main contents investigated in the previous stage of evaluation. Based on these contents, it established traffic forecasting models. For the background traffic, according to the road traffic data for average annual growth of the central area in Nanjing, it regressed the related background traffic forecasting model. The four-step method is used. Meanwhile, this thesis established different trip production models for different types of the project. It also analysed the affected factors of parking demand for the project, and establishes the amended parking generation rate model and the forecasting model based on affected factors of parking.For the impact of the project from three parts which are traffic operating conditions, safety and environment, the thesis choosed sixteen evaluated indexes to establish the evaluated system of project traffic impact. Using Analytic Hierarchy Process, it determined weights of each index, and with the expert scoring method obtains a comprehensive evaluated score to make evaluated results.The thesis proposed the traffic organization program for the urban public construction project. It qualitatively and quantitatively analysed costs for programs, such as the cost of increasing transport facilities, etc. And it discussed the issue who may bear the cost.The paper address the core content of this study to the case of Nanjing New Ventury Square.
