Compared with other compaction machinery, Impact Roller is characterized by high impact energy, deep impact depth, high efficiency and good quality construction in engineering construction. However, the energy of impact roller and some machinery is not acting on the objects or the media of their work, resulting in waste of energy, which needs to configure larger tractor outside power, and still exist the problems that the material of compaction is impacted rough, resulting in tractor drivers working in extremely harsh working environment, and working hours cannot be more than two hours. Based on the constant potential for energy-saving design of the mechanical theory, it puts forward the concept of the balance impact roller, which elementarily solutes the problems mentioned.In order to get the best results and good performance of the balance impact roller, this paper studies the two design options of big swing and small swing structures by the theoretical and experimental which includes the conclusion that small swing structure is better than the big swing structure, and the steering of the whole machine and a short transition structure have become the key of design. Though the theoretical and experimental analysis about the motion of the triangular-shaped impact wheels, we get the keys to obtaining good compaction effect, energy-saving and smooth surface of material of compaction are the phase of two impact wheels and the wheelbase. According to the conclusion of the distance of the two points on impact wheels (except the two axis of the balance impact roller) having large change and the fact that the current phase synchronization and coordination body can't meet the requirements, we come to meet that the two impact wheels in course of their work need phase synchronization and remove limits of one impact wheel when the other one impacting., so a new phase coordination body is needed. On the other hand, in order to used in the high speed railway construction, it is needed to control the steering radius in 6m. In this paper, based on the multi-axis steering principle of machinery vehicles, we get the conclusion that in order to reduce steering radius, tire-steering body with steering wheel is needed though the analysis of the structural characteristics of the balance impact roller. At the same time, in order to make the impact wheels raise away from ground and complete the tire-steering, we still need to design a lifting body that can meet the need of rising distance, be controlled in a cycle time and be adapt to the impact movement.Though the experimental prototype, the concretion is proved by the facts on the movement law of the balance impact roller. And using phase coordinating and steering-lifting body which are newly designed successfully solved the difficulties about the design of the balance impact roller. While the success of the experiment also proved once again that the mechanical energy-saving design principles in the design of power machinery has played an important role.
