Safety is an important attribute of aircraft. In order to reach the command safety requirements, the fundamental approach is to carry safety design and analysis during the aircraft design process. The safe risk of aircraft can be controlled at an acceptable level by the way of designing,analyzing,manufacturing.The aircraft safety is analyzed firstly, a work flow to evaluate the safety of each phase of mode design is provided, and then the Fault Tree Analysis(FTA) and Fault Model Effect Analysis(FMEA) are introduced simply. Common Cause Analysis (CCA) is studied specially, and the implement models for its three parts Zone Safety Analysis (ZSA), Particular Risk Analysis (PRA) and Common Model Analysis (CMA) are presented.Based on fly-by-wire system pitching channel of certain mode, the safety evaluation flow is operated, the result is coincided with the practical matter, and it shows the rationality,feasibility and practicability of the model.Along with the development of aero industry, the performances of military aircraft are improved continually, the cost is increased synchronously.So people take the safety of fighter on very important place when they ask for better capability. Therefore, according to the current international instances, the safety differences between military and civili aircraft are analyzed in the paper. The safety analyzing means of civil aircraft are also applied to military airpcraft, and the safety of military aircraft is improved reasonably.
