In recent years, as the improvement of the transportation infrastructure, transportation network and the continued growth of freight volume, the express freight transportation is developing rapidly to the dominant form of freight services in the market, which is based on the high-grade highways, railways, airway and waterway and can adapt the "new" user demands of freight transportation. However, as a new emerging form of freight operation and organization, its development is bound to go through a development process step by step. On its development, how to evaluate and monitor the service quality and LOS of the express freight transportation is a burning question for us to solve. So a well-established performance measures system will promote and guide the healthy development of the express freight transportation effectively, and provide a strong basis for the competent authority to make policies. Therefore, the study of performance measures system of the LOS of the express freight transportation system has an important theoretical value and practical significance.In this paper, Firstly, base on the analysis of the current research of the evaluation methods at home and abroad, the formation of the express freight transportation network system is analyzed by the methods and theory of system engineering. A primary performance measures system is built by analyzing the demand of the system users and the goals of the system. Then, the performance measures system is defined by amending and improving continuously via the method of consulting and distributing questionnaire to the experts, the analysis of the indexs is also given. Thirdly, with the analysis and comparison of the advantages and disadvantages of the commonly used evaluation methods, two evaluation models is built to evaluation the system LOS from two aspects: one using the multi-levels-improvement weighted Grey Relationship Analysis(GRA) method; the other using the Principal Components Analysis(PCA). Finally, the Yangtze River Delta is made an example to carry out a application research, in order to testify the rationality and feasibility of the performance measure system and the evaluation method proposed.
