As the implementation of China's charges of pollutants,fees on power plants' pollutant discharge is no longer negligible.As the emissions in the first large,thermal power plant should be appropriate to assume the economic losses of environmental damage.It should be considered together with the cost of fuel for power plants to variable costs.This dissertation collects some historical datas from two 600MW units' SIS system for analyses.Based on the total charges and the valueof the environment,this paper establishs an aggregative indicator which is more economical and environmental than the rate of coal consumption.Then using this indicator for reserching into the load optimization of the distribution,and analyzing the result of the distribution,and getting the conclusion that efficiency of single unit is unnecessarily improved after optimization load distribution according to the index in general,but efficiency in general of the whole power plant must be improved.
