The rise of the electricity market for power transmission network planning has brought many new characteristics. The establishment of the electricity market through the introduction of competition in the electric power industry to break the monopoly of the power system and optimize resource portfolio, improve the operating efficiency of the power system, so that the dynamic power industry. In the electricity market at the same time, there have been some problems. Various regional organizations concerned about the power of the different objects, so the electricity sector has its own data model, data organization structure is irrational, data redundancy is very common. Common among the various systems of the poor, they formed the power sector many of the mutual separation between the ownership of the system.This article has analyzed the electrical network plan domain data characteristic and the electrical network plan system function demand, and using the object-oriented technology, divided the electrical network plan data object the significance very clear object model module, system's reorganization has analyzed between various objects function and the relation, has established the urban electrical network plan object model using unification modeling language UML. The article also elaborated the genetic algorithm in the electrical network plan's superiority, and unifies the electrical network plan the characteristic, carries on the electrical network plan design with the auto-adapted generation gap improvement's genetic algorithm.
