| Urban flood control issues included in a wide range of uncertainties, Set Pair Analysis(SPA) is a systematic analysis method to deal with uncertainty issues. SPA method is introduced the study of urban flood control issues, carried out systematic evaluation of urban flood control study, all these provide a scientific basis of decision-making for the city planning, urban development and construction planning, optimal selection of urban flood control standard . We explore and research SPA problems, and apply it to system assessment of the urban flood control, the main achievements are: (1) determined the value of difference coefficient i with partial contact. According to the developing ratio of discrepancy degree to identical degree and contrary degree, respectively, then determine the i value. (2) put forward the combination model of SPA and Analytic Hierarchy Process(AHP), and applied research. The qualitative and gray ones of evaluation indicators are conducted whitening treatment by AHP, then the application of SPA theory, the combination model of SPA and AHP is established. Example results show that it is obviously difference to the contact degree values of programs derived from the combination model of SPA and AHP, so it is conducive to optimal decision-making. (3) put forward SPA method based on Fuzzy Entropy Weight , and applied research. According to position of indicators measured in the adjacent-level , proposes new calculated formula of single-indicators contact degree, index weights reflect the impact degrees of evaluated objects, different weights will lead to different results, so it is very important for any evaluation system to reasonably determine index weights, to take into account the wishes of decision-makers and objective data attributes, so combine the objective weight of calculated entropy and the subjective weight, and determine the compound weight ,then determine the integration contact degree by the compound weight and single-indicators contact degree, consequently establish SPA method based on Fuzzy Entropy Weight. (4) raised SPA evaluation model based on statistical data , and applied research. Put forward a new method determining classification criteria based on the statistical data, determine indicators classification criteria with the method of probability statistic based on the statistical data , then make SPA according to this classification standard ,and determine a, b, c values of contact degree. (5) established SPA evaluation method of optimal selection based on principle of maximum entropy, and applied research. In the ill-posed problems, the integrated principle of maximum entropy and the fuzzy theory established objective function, which can then be uncoiled with accelerating genetic algorithm to get the index weight and then detemine the relative close-degrees of the evaluation objects according to SPA theory, therefore SPA evaluation method of optimal selection is established. The study results show that deeply developing SPA methods research for system assessment of urban flood, can further understand and handle a variety of uncertainties complex features of urban flood system evaluation, but also helped to enrich, develop and improve theory of urban flood control system evaluation , this is new study direction of urban flood control system evaluation and SPA, and it has broad application prospects. |
