As the acceleration of China's power grid construction and transformation, power grids planning is becoming increasingly important. Network planning determines the progress of the construction of power grids and the scale of development. Scientific and rational planning of the power grid can bring great economic and social benefits. At present, China's power network planning and design suffered from the unprecedented attention. At the same time, there are many key technical problems to be solved. Therefore, in the current historical conditions, the study of the key technical issues of the power network planning and design has great significance.Network planning and design involves many aspects, and there are a lot of problems to be solved. This paper studies load forecasting methods, grid design methods and different methods of planning and design. The load forecast is the basis of grid planning, the results of load forecasting determine the grid plan in a large extent. Based on the analysis of the various methods of load forecast, this paper opens up the load forecasting software, which has been applied successfully in the load forecast work in power grids in Fuxin, Liaoning, "2015" development plan. Grid rack system is closely related to the operation mode, capacity of the power supply, the possibility of development and the size of investment. At the same time, grid design is affected by a variety of restrictive conditions. At present, the grid design is still lack of scientific and theoretical guidance. In light of this situation, this paper studies the optimized grid method based on genetic algorithm , applied genetic algorithms to solve a safe operation of the power transmission network bound by the minimum cost of construction and planning of the corridor to be bound line with the lowest cost power grid construction planning.In order to improve the grid's ability to resist natural disasters, while limit the construction investment in a reasonable range, the State Grid Corporation has recently put forward a different power grid planning and design, which is a new concept. In this paper, power grids of different design methods are preliminarily explored, and a difference of Planning of Fuxin power grid is designed.
