The International Maritime Organization and port authorities of many countries have already recognized the serious condition about it. As the effective supplement of flag state,the last marine safety defense, we have paid more and more attention to PSC. Now Port State Control is regarded,from global view,as one of the most important positive supports for safety shipping and sea environment protection.Because each state had many differences in economy ,culture,development speed and so on,the PSCO of each state had big diversity in the comprehension and carrying out of the convention,resulting in all countries exist the very big difference in the aspects of checking basis,checking way,managing deficiency. In order to resolve these problems,each PSC organization should strengthen the exchanges and cooperate,discuss about convention fulfillment and the rule way of PSC.
