The Hilbert-Huang transform (HHT) is introduced in this paper based ontime-frequency signal analysis background. One theory for how to measureinstantaneous frequency of signals by right of Hilbert-Huang transform is discussedand analyzed amply. Some different theories are discussed and compared according totheir distinct effects on different parts such as curve fitting, quite condition, enddisposal and Hilbert transform, etc. Compared with all the distinct effects on differentparts, the final system scheme and particular theories for all subsystems areestablished.In addition, according to the system scheme, we completed the design of DSPsoftware by CCS based on C language programming and recounted the problem ofhow to use C language to realize subsystems. In the end, according to the principles ofsoftware optimizing in CCS, we optimized our DSP program and loaded the programinto the hardware testing platform to make an all-around test.This paper expatiated on the problem of how to measure instantaneous frequencyof signals by right of Hilbert-Huang transform and discussed all the problems we metin experiment. The DSP software we have designed is useful of the instantaneousfrequencymeasurement.
