As everyone knows, harmonics frequency and phasor measurement has becomes one important research direction in the field of power system.Recently with the widespread application of various kinds of electrical and electronic devices (mainly some non-linear equipment), harmonics pollution becoming more and more serious, power quality comes down and different kinds of fault and accident happen often. As a result, to improve the power quality, real-time measurement and real-time analysis of frequency and phasor is necessary to grasp the actual conditions of the power system in real time.Based on the context of specific projects, we research on the algorithm of the electric power system measurement. We propose a new algorithm.First,we systematically introduces the methods of frequency and phasor measurement on power system. Some basic conception of the algorithm is introduced main methods measurement history, present situation and development resumptively. We introduce the DFT algorithm which is often used, which have leakage and picket fence effects.Since the DFT algorithm have low measurement accuracy. In order to overcome the drawbacks, we introduce the method that using window and interpolatin to remmend the DFT result, and the methos which remmend the samples. Finally,we theoretically analyze the measurement error in conventional discrete fourier transform, and present a new algorithm of forword recursive DFT which is based on conventional discrete fourier transform. The accuracy of new algorithm is substantiated by simulation. The result of simulation shows that the algorithm which we present could reduce the measurement error compare to conventional discrete fourier transform. The new algorithm have the advance of high accuracy of measurement and small quantity of calculation, which comply with the requirements of the measurement accuracy.
