The Research On The Planning Protection Of Surface Water Resources In Hubei Province

With economic and social development, "Population, Resources and the Environment" has become the major issues common concerned in the 21st century. In the process of urbanization because of Hubei Province have unreasonable use and development of the surface water resources, the ecological environment of surface water resources continually deteriorate, and the water ecosystems have also been serious damage, which severely restrict the sustainable development of the national economy in Hubei Province. In order to achieve the sustainable development of water resources for economic and social development in Hubei Province to provide new impetus, it is necessary to consideration its protection during the process of surface water resources development and utilization.The water resources, particularly, surface water resources is the lifeblood of socio-economic development of Hubei. This paper bases on the current research results of surface water resources at home and abroad, combines with the status quo of surface water resources in Hubei Province, and analyses problems in surface water resources planning and protection in Hubei Province as an example of Wuhan City, and puts forward specific proposals. At present, Hubei authorities should set up a special organization in charge of the whole province's water resources planning, management, protection and treatment, and accomplish the sewage interception to cut off the outer pollution source as soon as possible. At the same time it is integrant to raise public awareness (especially the large sewage) environmental protection awareness through a variety of means, let the public to become the main body of surface water resources protection, in order to promote the development of available exploitation, utilization and protection of surface water resources in Hubei Province.This paper aims to provide a reference while Hubei Province government departments develop the program of the surface water resources planning, conservation and the development and utilization, it lays the foundation for realizing the sustainable use of surface water resources in Hubei Province and playing the social, economic and environmental benefits of surface water resources.
