Traffic is vitals to the economic activities of urban, and plays a key role in the city's economic development and people's living-level improvement. Automobile industry brings a series of problems, such as traffic congestion, environmental pollution and traffic accidents frequently and so on, which not only make people's lives and property a big loss, but also have seriously hampered the development of urban economic. In order to change the present situation, the one-way traffic, and the formation of the corresponding network system, which solutes the urban traffic problems is the most direct and most economic, most effective methods in the short term.In this paper, according to the traffic of Changchun City and the state of the environment from the atmosphere, by means of traffic simulation, using a one-way traffic management organization, a combination of both to achieve the purposes that solve traffic congestion of the regional road network and reduce the contribution rate of motor vehicle emissions. In order to intuitively and accurately reflect the impact of traffic management and control to the environmental of traffic, the paper takes a one-way transformation of Street Red Line as an example, through the field survey of the transformation of the region , calculate the motor vehicles emissions, and quantitative analysis reducing emissions after one-way traffic plan, so as to study the one-way traffic to solve traffic congestion and improve the surrounding environment, find the best solution to environmental pollution.The main conclusions are as follows:⑴Analysis of the meaning of one-way traffic, its implementation and the basic principles. and listed the main strengths and weaknesses; choose the local sections as the study object, such as commercial Street, Hongqi Street and Xinmin Square ,and analyze their traffic characteristics. And then basis on the result, from two ways analyze of the feasibility of one-way traffic: First, from the network conditions, the regional road system as a spreadsheet is the most appropriate one-way traffic; Secondly, commercial Hongqi Street and Yan'an Street are strips parallel to each other in pairs dual relationship; and intersections in the region have a short distance, intersection Department be more than a few road and a lot of vehicles turning left, the implementation of traffic signal control lines is more difficult, but using one-way traffic organization and management methods can be solved.⑵After investigation and analysis, there are two organizations program about one-way traffic. That is, a clockwise direction and the anti-clockwise. After analysis of the strengths and weaknesses of two program, conclude that the method of one-way clockwise traffic organization, we can effectively resolve the issue of traffic jams of Xinmin Square, Yan'an Street sooner and later during peak hours, while traffic jams in the region and motor vehicles pollution emissions will be a certain ease.⑶Through field investigations and studies of road structure, the lane composition, the traffic turning and the peak hour traffic volumes, etc. According to TSIS software, the primary treatment of those information is carried in order to set up the topology of the regional.⑷TSIS software used reproduce the regional emissions of the traffic flow conditions on Hongqi Street. Through analysis of simulation, calculate CO, NOx, HC emissions of three pollutants in the region, from the data: emissions of CO is top, NOx followed, HC emission at least.⑸And then combination use of pollution layers analysis and graph shows of the functions of TSIS, show intuitively which sections of the pollution. We can see from simulation results: the majority section in 17:33:00 time of peak discharge rate, which is Yan'an Street into Nanhu Square, followed by Xinmin Square into Yan'an Street. These sections have more traffic in common, the overall pollution of the road conditions is directly related to the number of traffic flow.⑹This article also analyzes control and queuing delays on the import of four sections on two signals junction of Hongqi Street - the main roads and the worker-peasant red Street - wide flat road. In general, the delay of the road width is the highest level, followed by the road workers and peasants and, finally, Red Street. In addition, the article counts the traffic delays of the Xinmin Square, and Yan'an Street.⑺For the existing traffic flow conditions, implementation of a one-way transformation of a one-way clockwise traffic organization, is about to change both directions of Yan'an Street, Red Street, Wanbao Street and Qinghua Road Street into a one-way traffic, several lanes remaining. Comparison of emissions before and after the transformation of the situation and delay, come to the conclusion: through the introduction of modified one-way roadway, CO, NOx, HC has been reduced, a decrease of NOx by 35.92%, HC by 34.23%, and CO by 33.54%; contrast Xinmin Square and Yan'an Street traffic delays, a lot of capacity in Yan'an Street has been greatly improved, and the delay of Xinmin Square reducing little, but has also been greatly improved.In this paper, from the point of improve the emissions of urban road traffic flow, calculate the total amount of three major pollutants Hongqi Street, motor vehicle emissions of the regional road network, and analyze the level of pollution in various sections; at the same time, through evaluating the traffic delay in the region, run traffic flow smoothly, which will take two aspects into account, the organization of one-way traffic transformation, compared before and after a one-way transformation of the total vehicle emissions and traffic congestion and from the perspective of quantitative research to evaluate the transformation of one-way roadway on the impact of emissions from traffic flow.
