In order to alleviate the difficulty of using real testing assistant targets on the open sea, the research and manufacture of an substitute target simulator becomes very meaningful. In this thesis, we base on the analysis results of ship radiated noise to research the simulation of noise radiated from underwater targets, and then we construct a noise simulator to provide substitute assistant targets for the open-sea test of acoustic equipments.Starting from the characteristic description and analysis of noise radiated from underwater targets, combining with the DDS, broadband and high power transducer technique, we've researched and manufactured a simulator of target radiated noise. This simulator has several advantages, e.g. low frequency, high power, and its transmitting sound level is adjustable, which could meet the engineering demands of kinds of open sea tests.Experiments on the test pool and open sea have proved that this simulator could not only transmit acoustic signals like CW and LFM, but also generate ship radiated noise with specific characteristics. Moreover, this simulator has the function of arbitrary signal generation. It could transmit the play back of real ship radiated noise recorded on the sea. In this way, the truthfulness of targets simulation could be improved a lot.
