With the improvement of people's life, the requirement of the quality and quantity of drinking water is also enhanced. Via the analysis of Lin-an city's water supply status and the subsistent problem the supply of living water couldn't meet the increasing need, the necessity and urgency of building the third waterworks is indicated.The actuality of the drinking water's resource and the sewage's regeneration or reuse in China is analyzed in the paper. It also introduced the development of sewage treatment technology of China and abroad, especially introduced the technologies of membrane, adsorption of active carbon, disinfection methods such as ozone or ultraviolet disinfections, and analyzed water treatment facility. Then we introduced the development of drinking water standards in China and abroad, analyzed the "drinking water health standards" (GB 5749-2006) which was published newly in China.On the basis of water sources investigation, we analyzed the resource of the third water work of Lin-an, and compared the need of living water with the supply of Lin-an's reservoirs, then checked the supply capability of Shuizhuangtao reservoir, and chose Shuizhuangtao reservoir as the resource to build a waterworks with the scale of 50,000 m~3/d. With the comparation between economy and technology, the supply pipes of water should choose the Pre-stressed steel-concrete pipes. Then the technical procedure of the waterworks was recommended by coagulation-sedimentation-filtration-disinfection, coagulation technology was chose with the static channel mixer board and folding tank, sedimentation was used the Stratosphere-sedimentation tanks, filtration was the ordinary four-valve filter faster, disinfection was used with two chlorine disinfection. Finally, we estimated the investment of Lin-an third waterworks and analyzed the costs, then discussed the environmental protection and soil and water conservation.
