Safety is the premise of the development and progress for the human life, The civil aviation is a profession full of high risk. Because the flight safety concerns the passengers' life and property, it all the more becomes the people' frequent topic. Since the foundation of new China, our country has turned from a big country of civil aviation to a strong one. At the same time, the safety situation has been greatly improved. The aviation accidents per ten thousand hours have reduced from 0.26 in the 50's to 0.004 in the new century. But for the rapid develpoment of the civil aviation today, such situation can't been accepted. In fact, if the present accident rate was not changed, the accident would occur every week to the year of 2022, and such safety level will be intolerable to the country and the public. So how to prevent the occurrance of accidents efficiently has become the topic that people pay attention to.This article has analysed the professional background of civil aviation, explained the significance and goals of risk monitor-reseach, assessed the present situation of the relative reseaches at home and abroad for the safety management and risk assessment theory. It has also closely ananlysed the safety forms of civil aviation in our country from the accidents and accident indicative aspects and summerised overall rules of the civil aviation transportation accidents of our country. From this point of view, this article has set forth the safety risk monitoring system suitable to the civil aviation of our country from the flight, the air management, the airport and the machine repairing. It has discussed in detail the quantitative method of the indexes using auditing manul and historical database, and at the end carried on the fuzzy sythetic evaluation of the air safety situation through the air management examples in the years of 2006-2007, and set up the output way of the risk monitoring signals.
