Emphasis on construction planning of high rock fill dam lies in research and analysis of river flow control, construction program, material supply, transportation mode and layout to dam, dam area work, etc. In recent a few years, with stimulation technology widely applied to hydropower station construction, stimulation study on allocation of materials, zonal optimization of dam filling construction and dam face work supply scientific basis for dam construction period feasibility and optimization of resource configuration.Based on the case of high clay core rock fill dam for Nuozhadu hydropower station, important part of construction planning on high rock fill dam is studied in this paper. Research emphasis on dam construction planning is comprehensive analysis of material exploitation, construction road layout, dam construction partition and construction sequence, arrangements for construction working area, transportation capacity of construction road, allocation of materials, etc. Based on particle swarm optimization and ant algorithm optimization, optimization system model of earth-rock transportation can built. This model consists of constraint condition and object function; In addition, constraint condition consists of building excavation volume, workable reserves of quarry area, access capability and equilibrium condition of stockpile area, road transportation condition, construction scheduling requirements, dam area work intensity, transportation to dam, filling section feature and flood control altitude; Equilibrium degree of filling intensity on all stages had better serve as object function under all constraint conditions. We can not determine reasonable earth-rock transportation scheme of dam filling but demonstrate feasibility of dam construction period through calculation and optimization.
