| On the basis of overall review of theoretic researches and scientific practices of water resources sustainable utilization both at home and abroad, the definition and connotation of water resources sustainable utilization are expounded in this paper.Based on the water resources characteristic and the main problems of water resources development and utilization in Guangxi, according to Analysis and prediction of supply and demand, this paper designs the structure frame of the index system for studying sustainable utilization of water resources and builds the Principal Component Analysis-Analytic hierarchy process evaluation model. Firstly this paper Analyses three major subsystems (26 evaluation indexes) which influence sustainable utilization of water resources by using Principal components analysis, and gets 7 main affecting factors and relevant index value; Secondly this paper Analyses Weights of 7 main affecting factors by Analytic hierarchy process (AHP); Finally, this paper gets Sustainable Development Degree by the use of comprehensive assessment. Based on the comprehensive evaluation and analysis of Sustainable utilization of water resources of the study area in 9 year( 1997-2005), this paper holds that the level of Sustainable utilization of water resources in the study area raised gradually, and development level of water resource subsystems change greatly in 9 year. Based on evaluation and analysis of the study area, Countermeasures and methodologies on implementation of sustainable utilization of water resources is Proposed.The comprehensive evaluation result of sustainable utilization of water resources of Guangxi accords with the actual situation of water resource of Guangxi, and has practical significance for sustainable utilization of water resources and sustainable socio-economic development to Guangxi. Study of this paper and may be a new method for assessment of sustainable utilization of regional water resources.
