Historical and cultural heritage and the surrounding environment are a whole coordination system. They reflect the politic and economy, culture and arts, science and technology, religion and customs, Customs and the people in the specific history of the region. So, the existence of historical and cultural heritage and the surrounding environment is of great significance and value.It was first put up the concept of the setting of heritage structures,sites and areas in the International Council on Monuments and Sites, October 2005.With the Chinese large-scale development and construction and the bigger designing chance of the surrounding environment of historical cultural heritage. How to design in the surrounding environment of historical cultural heritage is a big problem for architects.Based on the Xi'an Declaration and theoretical foundation in the the conversation of setting of heritage structures, sites and areas,the paper says a whole coordination relation. By the research of four examples of the surrounding environment of historical and cultural heritage, I concluded four Strategys principles and ways in the surrounding environment of historical and cultural heritage. Besides, I hope my paper is demonstrated in the architectural design for the same value for reference.
