Research On Non-Statutory Planning Development Of China

There are two types of planning in urban planning formulation of our country-regulatory planning and non-statutory planning. These two kinds of different planning play a different role in urban construction. Non-statutory planning is defined regard to statutory planning, the statutory planning that mentioned in this text refers to urban planning law of the People's Republic of China and the national construction administrative institution ask to formulate. Till now statutory planning has been show up only less than 20 years in China, but it has already become the important component of the current urban planning system of our country, inclined to catch up with and surpass existing statutory planning on the quantity, and has already become important supplementary and strong support of statutory planning gradually. The contents and request of formulation, background, motive of these planning are all complicated. Their foundation has fully met the demand for social economy change and development of the city. With the constant promotion of socialist market economy, the factor influencing city's development is more in quantity and more varied, and contradiction and problems that the city faces are becoming more complicated, the urban planning needs to think all a round and needs good method to deal with them, a large amount of non- statutory planning that put into has well solved these problems and better whole planning system of completion. We can say, the production of the non-statutory planning is a demand for socio-economic development in the reflection of planning domain.The thesis was divided into four seals altogether, including chapter one introduction, chapter two basic research, chapter three research on several typical non-statutory planning and chapter four arrangement and research on non-statutory planning. Among them dissect the existing problem of statutory planning; Had summed up and refined concept, historical evolution, characteristic, existing problem and reason of producing of several kinds of typical non-statutory planning, and had looked forward to its trend of development; Finally studied the real example of urban design of newly developed area and regulatory planning of promoter region of Harbin from the angle that combines with non-statutory planning and regulatory planning in thesis. Have put forward the mode that"regulatory planning in grades + principle"to combine urban design with regulatory plan.
