As electricity market reformation develops, market participants enter the market operation equally under the rule of maximum self economic profits, which causes security problems more serious. The problem of how to harmonize system security and economy attracts much attention.The idea of security pricing is to induce market participants to assure the whole system's security under the direction of security prices. The present security pricing model emphasis system instability cost, which takes less attention to the system restoration process and restoration costs after emergency control.Thorough analysis of the generator and load restoration process after given emergency control measures (mainly generator removal and load rejection) under a known fault are made. Discussion on main factors influencing system restoration as standby generator operation, the response of generator speed regulator, net restrictions in the process of restoration, load's frequency characteristics, and interruptible loads are also taken. Base on the analysis of generator and load restoration, an optimal restoration controlling model aiming at minimum the restoration costs is established, which is suitable to introduce into the system security pricing model. Tests on the IEEE 10-generator 39-nodes show that the presented model is valid.A new power system security pricing model considering the optimal restoration strategy after emergency control is given, which emphasizes the optimal restoration process and its costs after emergency controlling, thus its solutions is more practical to system operation conditions.
