Risk-based inspection as an Inspection-strategy optimization methods built on the basis of the concept of pursuing the security and economy of system. This method can help the enterprise to optimize the examination strategy, reduce the equipment risk effectively, enhance the profit of enterprise, strengthen enterprise's market competitiveness. Europe and the United States applied the technology to various industries, and have achieved good results. Therefore, in the modern industrial application of this technology will certainly become one tendency.However, in China, the RBI technology has not been able to apply in various sectors satisfied. For example, as petrochemical industry RBI technology—API RBI method, which has obtained certain application in the refinery, but as a result of our country refinery equipment existing more congenital defects, the basic data of the method (General Failure Frequency) and the analysis method cannot be very good suitable and the deviation is larger. In view of these questions, this article, intended to treat API RBI technology as a research object, will base on the detailed interpretation, analyze this method the inadequate spot, and simultaneously propose that the corresponding improvement, for the final will establish our country pressure vessel and pipeline's RBI technology. The paper launches the work emphatically on the following several spots:1. Comparative analysis of different industries RBI technology, pointed out that the petrochemical industry API RBI method is relatively simple, accurate and effective technical features to better meet the pressure vessels and pressure pipeline risk assessment requirements; At the same time carried out a detailed excavation analysis on the method from the laws and regulations, software applications, theoretical model, risk assessment algorithm, and other aspects; Based on the above analysis, pointed out that this method being the pressure vessels and pressure pipeline's RBI technology has deficiencies:①Basic data (General Failure Frequency) of the limitations of shortcomings: not in line with China's national conditions, industry specific, the lack of data updates, container volume ignore difference;②Failure Consequence assessment algorithm of shortcoming - sole representation of media law can only be suitable for the oil refining industry. Finally aimed at these two aspects of shortcomings, propose the corresponding improvement program.2. In view of the limitation of General Failure Frequency, the first time establishes an suitable failure database for our country's pressure vessel and pipeline, and carries on the sort management to the failure data, finally has established separately in view of the pressure vessel, pressure pipeline's General Failure Frequency statistics computation model, proposed the corresponding statistics computational method.3. In basis API581 to the General Failure Frequency 's revision principle, has established in view of the General Failure Frequency which obtains newly under each failure mode damage factor algorithm. On the basis of analyzing the reasons for the limitations of calculation of the Failure Consequences, improve the Failure Consequence computational method, while the introduction of hybrid gas-liquid two-phase relief formula to accurately calculate compounds in the discharge from the hole due to the impact of flash vaporization, then has confirmed this algorithm rationality and the validity by the example.4. After the improvement RBI computational method, developed has been suitable for the pressure vessel and pipeline's risk assessment software RBI-SEE. This software has contained the expiration database and the RBI database, and realizes the failure data management and the risk computation.
