Traffic has always been a maintaining part to the lifeblood of human's survival and development. In recent decades, the increasing frequency in using transport and publicization ,as well as a sharp growth in the number of population along with social progress in the coming make road traffic attain a certain bottleneck, emerging highway traffic flow can not meet people's demand. The settlement of these issues can be done not only on the road of expansion. In this case, there has been using high-tech to improve the utilization of the road to ease traffic pressure on the new transport system Intelligent Transportation System (ITS). The core of hitelligent Transportation System is positioning navigation to the entire line of traffic, which is the centre of Intelligent Transportation System components and the basis points of all other functional application. In this paper, based on Chengdu electronic map navigation system design and development, it focuses on the principles of navigation and positioning ,proposing the future work of the Prospects:(1) Electronic map plays multiple irreplaceable roles just as platform, object, tools etc. Through the link between quantified electronic map data and GPS data (map-matching),It can be determined the vehicles's actual position in the space;(2) Describe the existing principles and map-matching algorithm, and do some adjustments in accordance with the actual situation;(3) Expound on the current prevalence of several optimal path algorithm, and compared the efficiency of algorithms. Based on this, do the appropriate improvements on the Dijkstra algorithm to search for the optimal path; (4) The current system dealing with the road situation is that the drivers set up their own road situation. This paper presents the ideas of traffic data dissemination and sharing, Traffic data can be published by wired or wireless network, so that all users are aware of prevailing situation of each driver through the different sections, achieving in search of the optimal path by the system .
