As the ultimate element in the electric power system, the safe of operating of transformer is correlative with the safety of the power system, so the condition assessment and fault diagnosis of transformer is of great importance. In this thesis, the two questions are studied based on Improved Mater-element Theory.In the aspects of transformer condition assessment, firstly, the multi-level and multi-stage framework of transformer condition assessment information is built, the target weights are figured out by the method of EAHP and Entropy, then relation-matrix is figured out by quantitative analysis using the matter-element and relation-function in extenics, synthetic assessment of transformer condition assessment combined with qualitative and quantitative is realized, examples are taken to prove the method to be correct and effective. In the aspects of transformer fault diagnosis, a matter-element fault diagnosis method based on the cloud model is put forward to the combination of cloud model and matter-element theory, fuzzy characteristic of ratio scope is solved in IEC tri-ratio method, and examples are taken to prove the method to be correct and effective.
