At present, one of the most economical and effective methods for helping human beings overcoming natural water barrier and expanding the scope of human activities is to build bridges and culverts. The task of the bridges and culverts hydrologic design is to let floods, inwater drifters, river crossing vessels etc going through these structures safely and expeditiously. How to confirm the span, height and basis depth of these strtuctures are the contents of hydrologic design and calculation. In company with our country's modernization procedure, the role of the traffic construction become more and more important. How to do the hydrologic design of bridges and culverts efficiently, precisely and rationly will be significantly.In the recent decade, computers have been generalized and popularized. For its efficiency and precision in computation, it has been used in many fields to instead traditional manual computation, including civil construction industry.After analysing the theory of the hydrologic design, this paper introduce the procedure to develop the program for the design and computation based on the newest hydrological design criteria of bridges and culverts. Firstly, the paper introduces the basic calculation theory of hydrologic design, and then discusses then application of fuzzing mathematics, least-squares fitting method, BP neutral network in the hydrologic design. After that, with the cacalation theory it introduces the structure of the program, how the data been dealt with in the program, and the course of some program computation. The program is aimed at getting the process of brieges and culverts hydrologic design and computation more efficiency. There are some examples in the last part of it to show the calculation correction of the program.The program involved was wholly developed by Delphi, with the Object-Oriented Programming method which specify the objects, and can improve codes reusability and maintainability.
