Mid-voltage distribution network planning of the city is not only a vital component of the whole power system planning, but also an important part of the overall urban planning. Therefore, deeply researching on the mid-voltage network planning and establishing a securious, reliable and economic mid-voltage distribution network have very important significance.The mid-voltage distribution network planning is a complicated system optimization problem with many difficulties as follows: uncertainty, multi-targets, many constraints etc. After briefly recalling the current distribution network planning methods, this paper decides to adopt set pair analysis theory to establish the model of mid-voltage distribution network planning, and uses genetic algorithm for model solution.By analyzing the existence of the various uncertainty factors in the distribution network planning, this paper introduces the concept of Set Pair Analysis theory and points its advantages in solving the uncertainty problem of distribution network planning.This article focuses on the optimal location of multi-capacity combination substation in the city's distribution network expansion planning and the multi-non-defined factors in the optimal substation location. By its advantages in solving the uncertainty problem of distribution network planning, an optimal planning scheme is proposed here using SPA based on investment and the radius of power supply. Then detailed specific steps and means are explained using intelligent optimal algorithm. At last, the effectiveness and practicalities of this model can be illustrated by using groups of connected examples.Subsequently, the paper presents and summarizes the main wiring connection modes of domestic and international mid-voltage distribution network. Then radiation connection mode is selected for model of mid-voltage distribution network planning in this paper. On this basis, the principle and the procedure of constructing the model of mid-voltage distribution network planning based on Set Pair Analysis are explained in details and the model is solved by genetic algorithm with Prufer coding, an artificial random creation scheme for an initial population, the improvement of the traditional genetic operations and the disposal of constraints etc. Finally, the algorithm of the model is used for two real planning examples. The results show that the model is very effective to the mid-voltage network planning.Finally the article discusses the possible influence to the result of network planning due to the uncertain factors. It brings in the concept of uncertain number to change the numerical value of load forecast based on the above model. At last it proposes a simple example which proves that there is huge potential in this field if we can consider all the uncertainty in the distribution network planning.
