In current design of concrete pavement, static analysis is used in Specification of Cement Concrete Pavement Design for Highway(JTJ 012-94). But in fact the pavement is subjected to dynamic load instead of static load. To investigate the dynamic response of pavement, an infinite plate on Kelvin foundation subjected to moving load was used to model the pavement system under moving vehicles. By means of Fourier transform, the general solutions for deflections, strain and strain rate of the plate under dynamic load are derived and the numerical analysis for them is also given. The maximum stress of the plate under moving vehicles was evaluated. Then the fatigue life was estimated in coordination of the stress analysis evaluated under condition of static and dynamic loads from different fatigue equations. The results show that the fatigue life evaluated by dynamic analysis is more lower because that the dynamic stress in plate is higher.
