The location problem of emergency point is a critical one during the emergency system design. Setting the emergency point at reasonable position will not only reduce operation cost, but also promise the timely supply of the emergency material. This paper combines the core thought of P-median and P-Center mode, brings forward a single point double-objective network continuous location mode and multi-point double-objective network continuous location mode, which unifies the weighted distance of emergency demand point and emergency response time of entire emergency system. These models make sure emergency service points are near emergency demand point whose weighted distance is bigger and pursues the maximization of emergency service level.In allusion to the single point double-objective network continuous location model, a corresponding algorithm is given, the correctness of the approach is proved theoretically and the algorithm flow is exposed through an example.In allusion to the multi-point double-objective network continuous location mode, this paper applies for the concept of relative reliability and transforms the multi-point network location problem into limited single point network location sub-problems, designs effective genetic optimized operator and exhibits the entire arithmetic process through an example.Finally, this paper validates the maneuverability of model through the location example of emergency service point in freshwater on the background of dangerous goods dock in Chongming district of Shanghai.
