With the increasing of traveling demand, thevolumes of some segments on the freeways often reach the saturation, which causesmuch congestion attach to saturation in peak period and congestion often occurs.Resolving this problem, more road construction is not enough, Traffic demandmanagement, which is one of the traffic management measures, which is proved agood way to improve traffic transportation efficiency.This article taking this as to correspond a point, analyze the characters ofthe traffic flow of expressway and the relationship between the trafficparameters, and instruct the steady and dynamic models of expressway traffic flow.Then analyzed the cause, mechanism and the result of the congestion, and studiedthree controlling strategies of traffic flow: the control of on-ramp, the controlof on-road and the control of charge, and then studied the main content and thetechnology characters. Particularly analyzed the regulation in highway, andresearched the basic of theory of the floating charge, the affected ingredientsand the method to confirm.Based on the above conception, the article makes an in-depeh study of theregulation of expressway traffic flow in Shandong province. After analyzing thecharacter of traffic flow and network of Shandong province, established thetraffic demand model and bi-modal regulating model of the highway network inShandong province, and confirmed the parameters according to the investigateddata.
