Water is the oasis existence foundation,The storage and regulative condition of Water resources influence immediately socio-economic development and living standards enhancement as well as ecological environment improvement.In order to change the deterioration present situation of current water short and water environmental in research area,raising people's living standard,guaranteeing the ecological environment,the resources and social economy system's coordinated development,and realizing for generations the sustainable development,we must seek for one kind of recent development idea and model.So,following the sustainable development basic principle,The article has conducted system's research to the water resources reasonable disposition theory,the method and the application.When Carring on the region water and soil resources reasonable disposition,In the foundation of satisfing ecological environment system lowest water demand,We overall consider sustainable development four major targets: Society,economy,ecological environment and resources,arrange the overall plan of water resources appraisal,the plan,the development,use,activities management,and so on.,and guarantee the development use of water resources in the resources and environment bearing capacity permission category.On the basis of water resources supply and demand balanced analysis in research area,taking the sustainable development of the population,the resources,the environment and the economical coordinated as a goal.,using the systems engineering viewpoint,the author has studied the decision variable constraints,overall considered different water used demand,used the method of multi-objectives optimize,through carring on the different establishment to the parameter value,to the water resources of studied area carried on the optimized disposition with three plan of high,middle and low,and has carried on the analysis discussion to the disposition result,has given use countermeasure of the water and soil resources,and carried on the ecology risk analysis to water resources' condition.The main research conclusion is:(1)On the basis of analysising the change of subsoil water level and in the future various waters used department water demand under different development program,the author has carried on the supply and demand balanced analysis to the region water resources.The analysis indicated that studies area estimate year accumulation water demand 124,000,000 m~3 to 2010,Surpassing security water used scope 24,000,000 m~3(2)The high,middle and low three set of total water consumption plan respectively is 103,000,000 m~3,108,000,000 m~3,115,000,000 m~3;The high,middle and low three set of plan on total expense about supply water respectively are 4,039,608 Yuan,3,383,258 Yuan,2,665,352 Yuan.(3)According to Xiangride river 30 year hydrological data,the author calculates obtains the Xiangride river basin water resources risk respectively is:R current capacity =0.400(current capacity)and R water volume =0.396(water volume); According to the typical year's 9 years available water resources quantity,The risk of water resources quantity in the basin which the author calculates is:R water resources measures =0.492.Simultaneously,according to Xiangride river hydrological data,the author calculates the risk of its total quantity risk of runoff is 0.25.Takes its mean value the different month's multi-annual means and the year border aggregate level's risk indicator,the author calculates results in the risk of Xiangride water resources is: FD=0.356.We should develop the saving water irrigation technology vigorously in Xiangride area,strengthen the ditch department anti-seepage processing,adjusts Judeich and crops' planter structure,so as to saving on water with highest limit and improving the water resource utilization ratio.
