Radioactivity waste accumulation feature is different from the other environmental contamination, and it is not related with its chemical status. Radioactivity waste will be harmful to people's health through external exposure or internal exposure if it releases into the environment. Radioactivity Waste Storeroom is the unified storage facility for the waste raised form the regional nuclear application, in which the radiation accident is much easier to happen and the potential environmental impact from the accident is much higher than the other general nuclear technology application places. At present, nationwide radioactivity waste storeroom establishment and improvement has been started, so the study and establishment of the radiation safety emergency system for radioactivity waste storeroom has constituted our most urgent problem. Formulating and implementing emergency prevention plan under the law is the important fundamental work to ensure radioactivity waste storeroom operating safely.In this paper, the Radiation Safety Emergency System at home and aboard is summed up as the study basic, and city radioactivity waste storeroom of Jilin province is analyzed as example along with the actual status of Radioactivity Waste Storeroom of Jilin province to study the establishment of the radiation safety emergency system and to set up the theory to the strengthen the Radiation Safety management.Radioactivity waste storeroom of Jinlin province is located in Yongji County-Laxi of the city of Jilin.The waste can be divided into two types: solid waste and liquid waste. The solid waste mainly refers to the wasted sealed radioactive source with 137Cs,60Co as the main radionuclide. The feature of the solid waste is that specific activity is high, half life is long and potential hazard to the environment is huge. Through the analysis, radioactivity waste storeroom does not radiate radioactivity waste itself. Under the common management situation, radioactivity waste storage is related to the radiation environmental quality but according to the statistics about the waste storage volume in the past years and theγrate, the relationship between radioactivity waste storage and the surrounding radiation environmental quality is limited. In the past 40 years, management and establishment have focused on the maintenance and modification of the safety for underground structure, while the complete radiation safety emergency system is not set up.Under the accident prevention principle and lost control principle, this paper stipulate the radiation safety emergency system for Jilin province, with the system frame is showed in the sketch map below and the main content contains:(1)Set up the Emergency Response Organization. The members of the emergency system are arranged. Their main responsibilities of each institutions and relevant departments such as the Command Center, the Emergency Response Division, the expert group is defined clearly. And the working routine of emergency response is made to make sure that all the departments could bring the situation under immediate control as soon as possible after radiation accident happened so that everyone plays the utmost effect and carry on the emergency disposition in good order.(2)Set up the Early Warning System. According to the site situation of the radioactive waste storeroom of JiLin province, auto-interlocking devices of monitoring and warning in the important places such as Waste storeroom and the office building will be lay out. The entrance exit control system, closed-circuit television, and the lighting system of the reservoir area will be lay out. And in order to support the early warning system to alarm in time and precisely, the synchronous Supervisory Information System should be established, for instance, to install the equipments of r-ray dose and continuous monitoring in waste storeroom hall.(3)Set up the emergent treatment system. Firstly, information reporting and handling system should be set up, following the procedure of the first report, the second report, and the handling result report. Then, specific works such as making clear the type of the radiation accident before entering the accident site, making careful processing schemes, preparing equipments and facilities and providing professional technicians should be arranged. Third, advices of eliminating the accident source, finding the radioactive source and doing well in individual protection after entered the accident site should be advanced. At last, the final solutions of handling the accident site and aftermath such as controlling the region of the accident effect, handling the accident site in time, strengthening safe protection and so on are proposed.(4)Make the emergency monitoring plan according to the optimal principles of radiation protection, including monitoring points layout, personal dose monitoring, and the monitoring of external exposure, surface pollution, the aerosol and the radioactive nuclide outside the workplace. All these will provide the technical basis for the comprehensive analysis and prediction of the influence scope and the trend of the radiation accident.(5)Set up the emergence stop and recovering system. The condition and the procedure of emergence stop will be put forward prior to the followed disposal based on the function division including emergence accident written report, emergence evaluation implementation, stipulation of environmental compensation method and the further modification emergence programming.(6)In order to make sure that emergence system is scientific and applicable, guarantee methods including emergence human resource, financial support, communication facilities and scientific and technical support, and the establishment of emergency programming drilling, rewarding and responsibility assigning mechanism are set forth here to insure relative people and material will be available immediately to support the commanding and the decision-making when the radiation safety emergency system for radioactivity waste storeroom get to work.To ensure the scientific application of the radiation safety emergency system, this paper introduces the radiation safety emergency system implementation in Jinlin province, through simulation of the accident related to the wasted sealed radioactive source stolen. The procedure will be taken step by step: from the prevention system to be started simultaneously when the radiation source is stolen, to command center taking effective commanding over the on-site emergence after receiving the report, to various departments and emergence people starting the work in good order to find and store the radiation source safely, to implementing series of emergence work including the emergence stop and recovering etc. These steps comply with the requirements and contents within the system and could make sure that the radiation accident can be controlled in a short period to realize the prevention and effectively control over the radiation accident.Because of the promotion and popularizing of the nucleus technology, radioactivity waste output and storage is increasing year by year, so radioactivity waste storeroom potential safety problem has became the bottleneck of the promotion of the nuclear application and intensification for the radiation safety management. Currently, there is no emergency system dedicated to radioactivity waste storeroom at home. Therefore, it is suggested that the study of radiation safety emergency system for radioactivity waste storeroom should be developed in greater depth, emergency respond system should be strengthened, emergency technology supporting system should be established, emergency key technology should be tackled and the technology corporation with the developed countries about the radioactivity waste storeroom safety management should be developed to ensure the radicalization safety.
