C~3I system of naval fleet is a complex military electronic information system with the use of special circumstances, composition varied and uncertain state properties. As Petri net theory itself has many features anastomosing with modeling requirements of C~3I system, it becomes one of an effective modeling tool of C~3I system. the colored Petri net, called CPN, is a high-level Petri net, which is developed from the ordinary one. CPN can be used to model, design, describe, simulate and verity this kind of complex DES.In this paper, the Petri nets and colored Petri nets are briefly introduced, Then the basic concept of navy fleet and the characteristic of C~3I systems are explained, and CPN tools, which are the modeling and simulation tool based on CPN. The modeling principle and the method of Colored Petri nets in naval fleet emphasized. In addition, the model is simulated, also the time delay of the C~3I systems is analyzed using the CPN Tools. So we can put forward a conclusion that the complexity DES of navy fleet may be modelled with CPN, and the model is simple and clear. If we predefine some rules(such as priority), the decision-making performance of systems will be transferred, the ratio of effect and toll will be optimized too.
