| With the constant deepening of China's construction and the management system of the basic construction, the production models and the industry organization of the construction has undergone profound changes, the enterprise production management mechanism whose core is project management has been formed, the project cost management and control is the core of project management, it has very important practical significance to research project cost management on the improvement the revolution of investment system, and accelerate to reach the international advanced level in the construction industry .The project cost management refers to that the department of manager manages the quality, schedule, progress, manpower, materials, machines, tools and the law efficiently in the process of implementation of the project according to the situation of project, in order to achieve the greatest benefits.Yunnan Construction Group, as a large construction enterprise, has accumulated many management experiences in decades of development. However, because the system is unreasonable, the mechanisms are unsound, and the reform lags behind, the system and mechanism can not match the requirements of modern enterprise management. There is a lot of unreasonable phenomenon existed in the management of enterprise, for example, the corporate governance structure is unhealthful, the mechanism of encouragement and constraint is not flexible, the ability to innovate is low, the brain drain is serious, and the management is inefficient, which leads to the situation of high product value but low profit. There exists many problems, for instance, the level of project cost management is low, the project management model lags behind, the awareness of cost is bad; and the method and means lag behind. These problems lead to some sub-companies can not adapt to the intensive market competition, and the survival and development of enterprise is under severe challenges.In order to deal with the fierce market competition, keep rapid and continuous development to enterprise, and improve competitiveness of enterprises, we must earnestly enhance the level of construction project cost management, improve project profit ratio and market competitiveness, and adapt to the need of market competition. Yunnan Construction Group conducted various forms of reform whose core is project cost management, and achieved certain results. I ,as a project undertaker, from different levels of enterprise and project, conclude the basic forms of enterprise cost management, focus on the analysis of the imperfect means of cost management, the disjoint of right and obligation in the process of cost management, the unhealthful cost control system of cost management, the imperfect system of rewards and punishment, the laggard model of management, and bring forward a countermeasure on improvement of project management system ,establishment of cost control center as project manager ,building perfect project management organize and realizing the informationization of cost management according to the experiences and shortage in the process of project management, combining decades of experiences and instances of the writer, knowledge about basic theory, stratagem management and project management, and the theory of management of construction cost from Chongqing university. In order to further enhance the level of cost management, maximize the profit of project, provide some experiences for the implement of project and accelerate the development and reformation of enterprise, we bring forward some means and solutions. |
